To my supporters:
I want
to thank all those who supported me during the election. I feel
that the campaign brought to surface some important issues
concerning the jail and patrol division. I hope the County Commissioners
and Sheriff take notice that 42% of the voting public wanted a change.
Hopefully the Sheriff Office will adhere to the public request for
higher jail capacity than is currently used. I feel that it is important
for the Sheriff to review his budget and use all that is allocated
to provide for public safety.

candidate age 58, married to Lila Murstig 38 years, residing
in Pendleton for 25 years. My wife Lila and I have raised four
sons
and now are
blessed with 7 grandchildren. Retired in 2003 after 24 years
of service with Pendleton Police Department culminating with 9
years
as patrol
division Sergeant. Certification achievement included Police
Supervisor Certificate from Oregon Department of Public Safety
and Training.
Before joining the Pendleton Police Department, I served as
resident Deputy
Sheriff for Malheur County Sheriff Department in Jordan Valley
Oregon for 18 months. Prior to arriving in Oregon I started my
public service
career as a reserve Deputy Sheriff for Los Angeles County Sheriff
Department for 2 years. Leading up to my police career I was
employed for 12 years
as a supervisor at MGM studios motion picture film processing
plant in Culver City California. My education includes 1,519 hours
of
training with Oregon Department of Public Safety & Training,
78 credit hours with Blue Mountain Community College, 19.5 credit
hours with
Los Angeles
Valley College and graduation from Verdugo Hills High School
in Los Angeles California.

number one priority as Sheriff will be to double the capacity of
the county jail to its designed 256 bed capacity versus the current
135 bed restriction brought on by staff shortages. The citizens
of Umatilla County voted for and paid 15 ½ million dollars to build
the new justice center, but as of today, barely half of the new
justice center is available for its intended purpose. The citizens
sent a clear mandate to the Sheriff that keeping criminals in jail
is a top concern. I recognize this mandate and will redirect resources
within the Sheriff’s Office to ensure adequate staffing of the
entire jail utilizing space paid for by the citizens of Umatilla
County. This will help reduce the number of criminals released
due to overcrowding. I plan to strengthen ties and work closely
with surrounding law enforcement agencies to ensure any redirection
will not hamper law enforcement services in the county. With some
fresh ideas, new concepts and my many years of law enforcement
leadership experience, I hope to create binding partnerships with
surrounding police agencies to improve law enforcement services
for Umatilla County and its residents.
